Definition of Class
This position identifies, locates and marks the location of buried utility lines by referencing utility prints and using locating equipment in order to prevent injuries, damage and disruption of service due to excavation activities. A Utility Locator usually works alone and must be motivated to work independently and demonstrate good time management skills to plan and accomplish the day’s work assignments. Also, considerable independent judgement must be used, as the accuracy of the locate depends heavily upon how well the readings are interpreted. Employees in this class must perform assignments in hazardous environments and are required to use appropriate safety equipment and procedures. This is a safety-sensitive position and will require periodic random and unannounced drug testing. |
Essential Duties Performed
100% -- Read and understand utility maps, prints and aerial imagery to assist in identification of underground assets;
- Prioritize work activities by reviewing all locate routes to determine travel route and timelines;
- Operate computers and handheld electronic devices;
- Ability to work in all types of terrain and hazards, all types of environments and all types of weather conditions;
- Obtains a wide variety of field information, including GPS coordinates for existing and new facilities;
- Drive extensively and get in-and-out of vehicle repeatedly, subject to walk several miles per day;
- Completes required training;
- Daily contact with utility crews, contractors and homeowners discussing locate issues;
- Maintain a high volume of work output with minimal supervision;
- Mark the location of underground facilities as appropriate and needed using spray paints, flags and other equipment;
- Check, Identify and report hazardous conditions of equipment;
- Maintain safe operation of motor vehicle and safety related equipment;
- Inspects completed work for conformance to specifications;
- Subject to call-in during outages and emergencies; Works other overtime as required;
- Demonstrates reliable attendance - must report to work as scheduled and on time;
- Assist with keeping utility maps updated;
- Perform other duties as deemed necessary by the supervisor.

Minimum Education Requirements
- Graduation from a standard or vocational high school or GED diploma.
- Utility construction and/or electrical technology background preferred; however, will train a person who has the ability and desire to learn the profession.
SPECIAL REQUIREMENTS- Possession of a valid driver’s license issued by the State of Tennessee;
- Flagger Training or complete within one (1) year;
- Complete a pole inspection course.

Knowledge, Skills and Abilities
Necessary Knowledge, Skills and Abilities -- Must be very safety conscious;
- Ability to operate locating equipment;
- Considerable knowledge of basic electricity;
- Ability to safely navigate around the electric system;
- Ability to learn basic distribution design and electrical safety codes;
- Ability to deal with and explain to contractors and homeowners our policy in locating primary, secondary and service lines.
- Ability to quickly learn the boundaries of the electric system;
- Good reading comprehension skills
- Ability to read maps and follow written instructions/directions.
