DEFININTION OF CLASS
The employee in this class is responsible for enforcement of various City codes related to building, development, and sections of the municipal code pertaining to, but not limited to, health and sanitation, public sewers, overgrown lots, public nuisances, and abandoned vehicles. Employee works under direct supervision of the Chief Building Official. From time-to-time personnel in this class may be assigned on a temporary basis for specific programs to other departments.
ESSENTIAL DUTIES PERFORMED
- Performs inspections of commercial and residential buildings, both new and existing, for code compliance under the currently adopted City codes, and as directed by the Chief Building Official;
- Assists with checks to all buildings, new and existing, in the City of Alcoa;
- Routinely checks all City buildings for compliance to current codes adopted by the City of Alcoa;
- Responds to complaints of potential code violations relating to signing, building occupancy, nuisances, housing conditions, construction, land use, zoning, animals, noise, dumping, clearing, abandoned vehicles, grading, filling, polluting, or other code related matters;
- Must report to work as scheduled and on time.
OTHER DUTIES PERFORMED
- Attends training classes in related subjects;
- Periodically patrols or inspects an assigned area to monitor for violations of local codes;
- Serves as a member of various employee teams;
- Serves as a backup to Emergency Management Response Team as needed;
- Performs related work as required and other duties as assigned by Chief Building Official.
MINIMUM EDUCATION REQUIREMENTS
- Graduation from a standard high school.
- Willingness to attend schools on any code related subjects that may be required.
- Certification by the State of Tennessee and International Code Council as a building inspector.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of code enforcement principles, practices and methods as applicable to a municipal setting; working knowledge of applicable laws, standards and regulations relating to various land use, nuisance and public safety codes;
- Knowledge of the adopted Building Code, Plumbing Code, Property Maintenance Code, Mechanical Code and the Alcoa Municipal Code;
- Ability to learn to read blueprints of commercial and residential buildings to check for compliance of with pertinent codes;
- Ability to keep accurate records of all inspections;
- Ability to prepare, organize and maintain inspection field data and reports;
- Ability to analyze complex situations, problems and data, and use sound judgment in drawing conclusions and making decisions;
- Ability to comprehend and articulate complex facts and relationships in detail and to summarize and write clearly, concisely and legibly, and in a professional manner;
- Ability to communicate effectively orally and in writing;
- Ability to establish and maintain effective working relationships with citizens, employees, supervisors and the general public;
- Ability to follow verbal and written instructions;
- Must be able to drive a four-wheel drive vehicle;
- Ability to handle stressful situations and effectively deal with difficult or angry people.
SPECIAL REQUIREMENTS
Possession of a valid appropriate driver's license issued by the State of Tennessee.
