REQUEST FOR QUALIFICATIONS

Overlook Standpipe Replacement

 

The City of Alcoa (COA) is issuing Requests for Qualifications (RFQ’s) from professional consulting engineering firms to provide preliminary and design engineering services associated with the proposed replacement of the Overlook Standpipe, located at the City’s reservoir site on Patrick Avenue, Maryville, TN.

 

1.         INTRODUCTION


(a)        Summaries of qualifications for services will be received until 2:00 p.m., Friday, November 1st, 2024 at the offices of the Alcoa Public Works & Engineering Department, 725 Universal Street, Alcoa, Tennessee. RFQ’s received by said time will be opened and reviewed for consideration. RFQ’s received after said time will not be opened. 

 

(b)        RFQ Delivery:

 

i.          Submitters shall be responsible for the early delivery of their proposal. It is preferred that all RFQ’s are submitted in a PDF format via email as an attachment or link with the subject heading: “Overlook Standpipe Replacement Project”. Proposals in PDF format may be e-mailed to:

            

            1)         dmarcum@cityofalcoa-tn.gov and also

            2)         ssnoderly@cityofalcoa-tn.gov 

 

ii.         Mailed or hand-delivered RFQ’s should be labeled “Overlook Standpipe Replacement Project” and should be submitted on an external USB drive and sent to:

(c)        All interested parties are invited, prior to submittal of RFQ’s, to conduct on-site investigations and data collection at the Overlook Standpipe site in order to evaluate existing conditions and connections, and to understand any constraints which will affect the proposal. Appointments for these visits can be scheduled through Russell Whitehead, Water Treatment Plant Supervisor of the City of Alcoa Water Treatment Plant, at (865) 380-4921.

 

(d)        A PDF of the April 2022 standpipe inspection report is available upon request from David Marcum.

 

(e)        The COA is not liable for incurred costs or expenses in the development of the proposed RFQ.

2.         REQUIREMENTS

 

Based on a regularly scheduled April 2022 inspection report, the City is exploring the option to replace the Overlook Standpipe with a new tank. This will require evaluation, recommendations, engineering, and design to determine the following:

 

  • Correct sizing: Whether to remain at 150,000 gallons, or increase/decrease volume;
  • Location: Replace on the existing standpipe footprint, or locate at a different spot on the reservoir site;
  • Modeling and State TDEC permit requirements; 
  • Installation plan to avoid disruption of service to existing customers
  • Demolition/Removal plan for existing tank

 

  1. BACKGROUND

 

(a)        The current City of Alcoa Water Overlook Standpipe is located on the City’s Reservoir facility at 2909 to 2915 Patrick Avenue, Maryville, TN. The standpipe supports the Overlook Pressure Zone, consisting of approximately 415 customers, some of whose properties are located above the elevation of the City’s main reservoir tanks. 

 

(b)        The Overlook Standpipe was constructed in 1980 by Caldwell Tanks, Inc. of Louisville, KY.

 

  • Tank No.:         D8762
  • Capacity:          150,000 gallons
  • Type:               Ground steel with stainless steel roof
  • Height:             64-feet, 0-inches
  • Diameter:         20-feet, 0-inches

 

(c)        The standpipe supported by the Overlook Booster Pump Station No. 1 (2 pumps, 170 gpm each), also located at the City’s reservoir site.

 

(d)        The standpipe was most recently inspected on April 29, 2022 by SE Diving Services, Greenville, SC. The inspection consisted of an external visual inspection, and an internal inspection by divers. Following the inspection, the tank was cleaned. The inspection determined that the overall condition of the standpipe was : POOR.

 

(e)        Inspection report summary:

 

EXTERIOR:

 

  • Coating: Greenish and slightly faded
  • Chime: Multiple areas of missing sealant in size from 1” to 4”
  • Foundation: Secured to concrete with 1.5” bolts
  • Ladder: 16” wide with 7.5” toe space. Good condition
  • Roof: Coating is thinking and beginning to show light rusting
  • Center Vent / Overflow: Screens intact and in good condition
  • Manual Level Indicator: Light corrosion, working properly
  • Entry Hatch: Circular, in working order
  • Main Entries: Two (2) entries are circular, 24” diameter with 33” flanges and caps with swing arms. Light corrosion on the hardware

 

INTERNAL:

 

  • Interior Ladder: 18” rungs and 8” toe space. Moderate corrosion with white coating on ladder, rungs, and rails. 9” standoff has heavy corrosion
  • Sediment: Less than 1/16” iron manganese
  • Interior Walls: Coatings are deteriorating and missing in large areas
  • Floor: White coating, good condition
  • Main Entry: Two (2) entries. Entry at 4:00 position has light corrosion, with seals in good condition. Entry at 10:00 position has heavy corrosion around perimeter, with seals in good condition
  • Overflow: Below waterline has heavy corrosion. Above water line is in good condition
  • Fill (Inlet) / Discharge: 6” pipe, lip coating missing, heavy corrosion
  • Scour Drain: 8” drain has moderate corrosion and missing coating
  • Ceiling: Trench-style gutter system, no problems indicated
  • Manual Level Indicator: Barrel-style float. Heavy corrosion, missing coating on standoffs, no guide cables
