Definition of Class

DEFINITION OF CLASS

This is semi-skilled work required for operating heavy and medium weight, tracked and rubber-tired construction equipment used for solid waste disposal and management in the daily operations of the Landfill Services Division or other assigned division.  Equipment may include, but not be limited to, dozers, scrapers, packers, front-end loader, motor graders, and backhoes, articulated trucks, and track-hoes, Employees in this class are also required to assist workers in various trade areas and performing semi-skilled tasks related to their assigned division.  Employees are responsible for the efficient and safe working condition of assigned equipment and are expected to perform minor service and maintenance, referring major problems to the Mechanic. Employees in this class may also be required to perform the duties of a lesser skilled employee when there is no need for the operation of heavy equipment.  Employees in this class generally exercise no supervision; however, they may oversee the work of subordinate employees on special assignments.  Work assignments are received directly from an immediate supervisor or from a leadworker working independently of direct supervision.  This is a safety-sensitive position.

Essential Duties Performed

100% - ESSENTIAL DUTIES PERFORMED
• Operates heavy and medium weight, tracked and rubber-tired equipment such as dozers, scrapers, packers, front-end loader, motor graders, and backhoes;
• Compacts and covers solid waste;
• Excavates drainage ditches, swales, etc. on grade;
• Excavates ditches on-grade for installation of drainage, sanitary and storm sewer lines;
• Excavates to designed subgrade of designated public works project;
• Performs duties of Service Worker 1 as required;
• Performs assigned tasks related to the employee’s assigned division of operation;
• Assists in the construction of various public works projects;
• Observes safe driving precautions and uses caution in operation of equipment to prevent overloading;
• Performs routine maintenance on automotive and construction equipment;
• Conducts equipment inspections to determine that equipment is safe to operate;
• Conducts equipment inspections to determine that equipment has necessary hydraulic fluids, oils, and filters, to ensure proper operation of equipment;
• Inspects and cleans radiators of paper and debris to insure proper operation of equipment;
• Washes interior and exterior of assigned equipment;
• May oversee the work of other Landfill employees in the absence of Leadworker.

OTHER DUTIES PERFORMED
• Performs manual labor and other duties when required;
• Performs related work as required.

Minimum Education Requirements

MINIMUM EDUCATION REQUIREMENTS
• Graduation from a standard senior or vocational high school/possession of a General Equivalency Diploma (G.E.D.) and two (2) years heavy equipment operating experience; and
• Demonstration of the abilities and aptitudes necessary for the efficient and complete performance of the duties specified herein.

• Working knowledge of the methods, techniques, and tools involved in general construction;
• Skilled in the operation and general maintenance of heavy and medium weight, tracked and rubber tired construction equipment such as dozers, scrapers, packers, front-end loader, motor graders, and backhoes;
• Knowledge of the use and care of picks, shovels, mowers, automotive equipment, small tractors, etc.;
• Ability to perform strenuous physical labor, including lifting and walking for long periods of time and frequently under adverse field conditions;
• Knowledge of equipment and supplies used to do minor repairs to assigned equipment;
• Knowledge of applicable safety precautions; ability to use equipment and tools properly and safely;
• Ability to work both independently and with others, and to complete daily activities according to work schedule;
• Ability to understand, follow, and transmit written and oral instructions;
• Ability to establish effective working relationships with employees, supervisors, and the public;
• Ability to read, analyze, and interpret written communications;
• Ability to respond to verbal inquiries from management, staff, and customers;
• Ability to effectively present information verbally and/or in writing;
• Ability to define problems, collect data, establish facts, and draw valid conclusions;
• Ability to learn new procedures and to apply the same to a variety of tasks;
• Ability to operate heavy equipment safely in areas of congested equipment, vehicular, and/or pedestrian traffic.
