City of Alcoa, TN to Host Public Open House 
for Community Input on 
Alcoa West Plant Redevelopment Master/Vision Plan


The City of Alcoa, TN announced today that a public open house will be held on Thursday, September 28, 2017 from 5:00-7:00 PM at the Alcoa Service Center located at 725 Universal Street, Alcoa, TN 37701. City Officials, along with the Consultant Team of Kiser + Vogrin Design and Volkert, Inc. of Franklin, TN, will be seeking input on a master/vision plan being developed to guide redevelopment of approximately 265 acres on the former Alcoa West Plant site.

As the site of the former West Plant of Alcoa, Inc., now known as Arconic, this once industrially used property is well positioned as one of the state’s premier locations with redevelopment potential for commerce at a regional scale. The City has long envisioned this property as a unique opportunity to establish a new commercial and civic hub, with residential opportunities, as part of an area designated for more compact mixed-use development activities for a primary city center or downtown concept.  Historically, the former plant opened in 1920 for aluminum fabrication.  It operated for decades before being decommissioned in 1989 and later demolished in the early ‘90s.  Classified as a brownfield, the site has a limited number of known environmental constraints affecting development placement.

The site is adjacent to two major north/south corridors, Alcoa Highway (State Route 115/US 129) and North Hall Road (State Route 35), and (as part of TDOT’s plans for the new Alcoa Parkway/Alcoa Highway Re-located) is to have direct future access to nearby McGhee Tyson Airport. The site is edged by both the Springbrook and East Hall neighborhoods, which are neighborhoods of significance to the City’s company town roots, as well as quality commercial/office within Springbrook Corporate Center.

In September of 2014, the site was the focus for an in-depth workshop held by national experts with Smart Growth America (SGA). Since SGA’s visit, a City goal has been to commission the development of a master/vision plan for this site.

The master/vision plan project is supported by the Knoxville Regional Transportation Planning Organization. The US Department of Transportation and Federal Transit Administration provide funding for this program.
