SEPARATE sealed BIDS for the E. Lincoln Rd – Waterline Railroad Bore project will be received by the Public Works & Engineering Department of the City of Alcoa, Tennessee at the Public Works Offices, 725 Universal Street, Alcoa, Tennessee until 2:00 p.m., Local Time on Tuesday, the 31st day of March, 2026 and then at said place publicly opened and read aloud.

The work of this contract generally consists of the following:

  • Installation by jack-and-bore of 80 LF of 24-inch Ø steel casing, 0.375 inches thick, under an abandoned Norfolk Southern Railroad Spur at N. Wright Road near the E. Lincoln Road intersection.
  • Installation of approximately 200 LF of 16” DIPS HDPE (DR 11) watermain, through 24-inch Ø steel casing, with transitions at each end to 16-inch ductile iron pipe (DIP).

1. INTRODUCTION and BACKGROUND

(a) The City of Alcoa is replacing a 100-year-old 16-inch water transmission line along E. Lincoln Road by constructing a new water line beside the existing line.

  1. A portion of this water line crosses underneath an abandoned Norfolk Southern single-track railroad spur near the intersection of E. Lincoln Road and North Wright Road.
  2. The crossing will require a 24-inch steel casing, 0.375 inches thick, and 80 feet long. Per the City of Alcoa Water Specifications, Section 1.2.26 “Casing and Spacers”:
    1. The steel casing pipe shall have minimum yield strength of 35,000 psi.
    2. Casing shall meet ASTM A-36, Grade 2, ASTM A-139-Grade B, or approved equal.
    3. Pipe shall be coated and lined in accordance with AWWA C-210 or approved equal.
    4. Pipe joints shall be welded in accordance with AWWA C-206.
    5. After pipe is welded, coating and lining shall be repaired.
  3. The casing will be installed by jack-and-bore methods.
  4. Installation of the HDPE water line shall be in accordance with AWWA standards.
  5. The cost for bore and HDPE pipe installation shall be calculated as a lumpsum “turn-key” project.
  6. Engineering plans and railway crossing permit will be provided.
  7. The bid shall include signed copies of the Iran Divestment Act Certification and the Non-Boycott of Israel Certification.

(b) Proposals for the supply of all materials, labor, equipment, and other necessary materials and services necessary for this project will be received until 2:00 p.m., Local Time on Tuesday, the 31st day of March, 2026 at the offices of the Alcoa Public Works & Engineering Department, 725 Universal Street, Alcoa, Tennessee. Bids received by said time will be opened and reviewed for consideration.

BIDS RECEIVED AFTER SAID TIME WILL NOT BE OPENED.

(c) Bid Delivery:

  1. Submitters shall be responsible for the early delivery of their proposal. It is preferred that all Bids are submitted in a PDF format via email as an attachment or link with the subject heading: “E. Lincoln Rd – Waterline Railroad Bore”. Proposals in PDF format may be e-mailed to:

  2. Mailed or hand-delivered Bids should be labeled “Lincoln Road Waterline – Railroad Bore”, and should be submitted on an external USB drive and sent to:

(d) Neither the COA nor their consultants are liable for incurred costs or expenses in the development of the proposed Bids.

3. EVALUATION OF PROPOSALS

COA and consultant staff will evaluate the Proposals received for this work using, as a minimum, the following criteria:

(a) Contractor’s experience and success with similar projects;

(b) Contractor’s previous experience with COA and other utilities;

(c) Clarity and comprehensiveness of the Bid; and

(d) Total cost of the proposal.

4. BIDDER INFORMATION

(a) Bidders may withdraw their bid within twenty-four (24) hours of the bid opening providing certification of an error in their submittal is forwarded to the Owner. Thereafter, no Bidder may withdraw his bid within sixty (60) days after the actual bid date of the opening thereof.

(b) All bidders must be licensed contractors to perform the type construction herein described by Tennessee Code Annotated, Title 62, Chapter 6, Amended by Chapter 9 and Chapter 406 of the Public Works Act of 1977. The project is funded by local funds.

(c) The CONTRACTOR shall comply with all State, Federal, and Local laws and/or regulations.

(d) The successful bidder will be required to furnish an acceptable Performance and Payment Bond in the amount of one hundred percent (100%) of the contract price, each bond.

(e) The City of Alcoa reserves the right to waive any irregularities or reject any or all bids. The City of Alcoa shall not discriminate against any contractor regardless of race, religion, creed, color, sex, national origin, age, or physical handicap.

(f) The proposed project has been developed in accordance with Title VI of the Civil Rights Act of 1964 which provides that the no person shall, on the grounds of race, sex, age, national origin, or disabling condition, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance.

(g) The project herein described is to be completed within sixty (60) calendar days from the date of the Notice to Proceed. Liquidated damages for delay of completion of contract will be in accordance with the Agreement (Contract).
